Add a preliminary `guix-package' command-line tool.

* guix-package.in, tests/guix-package.sh: New files.
* configure.ac: Output `guix-package'.
* Makefile.am (TESTS): Add `tests/guix-package.sh'.
  (bin_SCRIPTS): Add `guix-package'.
