utils: Introduce `substitute*', for easier sed-like syntax.

* guix/build/utils.scm (let-matches, substitute*): New macros.

* distro/base.scm (guile-1.8): Use `substitute*' instead of
  `substitute'.  Remove the #:modules argument.
