gnu: chez-scheme: Move to new module.

* gnu/packages/scheme.scm (chez-scheme, nanopass, stex): Move variables ...
* gnu/packages/chez.scm (chez-scheme, nanopass, stex): ... here. New module.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add new file.
