pk-crypto: Add 'canonical-sexp-length' and related procedures.

* guix/pk-crypto.scm (canonical-sexp-length, canonical-sexp-null?,
  canonical-sexp-list?): New procedures.
* tests/pk-crypto.scm ("canonical-sexp-length", "canonical-sexp-list?"):
  New tests.
