Add (distro) with a package searching facility.

* Makefile.am (MODULES): Add `distro.scm'.

* distro.scm: New file.
* po/POTFILES.in: Add it.

* tests/packages.scm ("find-packages-by-name", "find-packages-by-name
  with version"): New tests.
