gnu: texinfo: Cross-build fix.

* gnu/packages/texinfo.scm (texinfo)[inputs]: Add perl.  This makes the host
texi2any (makeinfo) refer to the correct perl.  To avoid triggering a rebuild,
do this while cross-compiling only.
