packages: Cache the result of 'package->bag'. 

This reduces the wall-clock time of

  guix environment gnutls --pure -E true

by ~25%.

* guix/packages.scm (%bag-cache): New variable.
(package->bag): Use 'cached' to cache things to %BAG-CACHE.
