services: cgit, git-daemon: Add description and default value. 

* gnu/services/version-control.scm (git-daemon-service-type)
[description, default-value]: New fields.
(cgit-service-type)[default-value]: New field.
* po/packages/POTFILES.in: Add version-control.scm.
