gnu-maintenance: Adjust 'latest-release' to filter Bash's patch directories. 

* guix/gnu-maintenance.scm (latest-release)[patch-directory-name?]: New
  procedure.
  <subdirs>: Use it to filter out Bash-like patch directories.
