derivations: Use sets for 'derivations-prerequisites'.

This yields a 46% improvement in 'derivation-prerequisites' invocations
on the Emacs derivation.

* guix/derivations.scm (derivation-prerequisites): Add 'input-set'
  variable, and use it in iterations.
