* gnu/packages/base.scm (binutils): Update to 2.23.2.

* gnu/packages/gcc.scm (gcc-4.8): ... here.
  (gcc-4.7): Update to 4.7.3.  Add dependencies on ISL, CLooG, libelf,
  and zlib.
