pack: '--localstatedir' and '-R' tests gracefully handle missing /gnu/store.

* tests/guix-pack-localstatedir.sh: Set 'storedir' before
'NIX_STORE_DIR'.
* tests/guix-pack-relocatable.sh: Likewise.
